SCMUA PAULINSKILL BASIN WATER RECLAMATION FACILITY

To help resolve wastewater issues regarding individual subsurface sewage disposal systems in Branchville Borough, SCMUA designed and constructed a 170,000 gpd membrane bioreactor treatment plant with ultraviolet disinfection and discharge to groundwater.  The Paulinskill Facility discharge meets NJDEP Class II-A groundwater recharge standards.  The treatment plant was commissioned in 2017, is located on Route 206 in Frankford, and provides service to Branchville Borough (144,000 gpd allocation) and Frankford Township (26,000 gpd allocation).  The project also includes an SCMUA regional pumping station on Mill Street in Branchville, and a regional force main conveyance pipe.  As part of this project, the Selective Insurance Company package treatment plant discharge was abandoned.  The project was funded through United States Department of Agriculture – Rural Development Program (USDA-RD) grants and loans.  SCMUA Wastewater Superintendent Timothy Phillips is the Licensed Operator for the Paulinskill Plant.
